The Third India-Africa Forum Summit (IAFS–III) was held recently in New Delhi from 26th to 29th October 2015.

The first two Summits were held in New Delhi (2008) and Addis Ababa (2011).

The Third India-Africa Forum Summit was the first time when the leaders of all 54 African countries with whom India has diplomatic relations participated.

The India-Africa strategic partnership stems from long standing maritime trading and cultural links across the Indian Ocean. The bond between India and Africa extends to the common struggle our peoples waged against imperialism, colonialism and apartheid, culminating into a collective action for demanding a more just and fair international political and economic order that is sensitive to the developing countries concerns at International Fora, the rapidly growing trade and investment links and an extensive and growing development partnership and the bilaterally friendly relations between India and African nations.

The multi-faceted India-Africa development partnership based on equality, friendship and solidarity represents South-South co-operation in all its dimensions. This encompasses human resource development through scholarships, training, capacity building, financial assistance through grants and soft credit to implement various public goods projecs, particularly for education, health-care and infrastructure, trade priorities, technology collaborations, humanitarian, financial and technology assistance in emergency situations. Also cooperation extends in deployment of peace-keeping troops who also conduct a range of development and humanitarian tasks. Cooperation in negotiations in multilateral fora for common causes and concerns et al.

During the last two decades, India-Africa trade has multiplied over 20 times and doubled in the last five years to reach almost 80 billion dollars in 2014-15.

Investment by Indian companies in Africa has grown substantially and is estimated to be around 30-35 billion. (Even my wife Sumita and I happened to visit Ghana in February 2003 at the invitation of our friend Arvind or “Mr.Arvin” as the Ghanaians call him fondly, who has got a substantial Teak timber business in Krobo village about 100 km from Kumasi, the second largest town in Ghana and toured the length and breadth of Ghana. Since the Second India-Africa Forum Summit, over 24000 scholarships have been provided to African countries. These include more than 300 training programmes conducted at over 60 institutions in addition to the higher education scholarships at various universities.

In the last decade, a total of about 9 billion USD in concessional credit has been approved for nearly 140 projects in more that 40 African countries by Indian Government, with a special focus on Least Developed Countries (LDCs) and SIDS (Small Island Developing States) partners. In all about  60 projects have already been completed.

The Third India-Africa Forum Summit has taken place in the year which marks the 70th Anniversary of the United Nations. It is the first since the achievement of 50 years of pan-Africanism and African Renaissance. It is also the first since the landmark 50th Anniversary of the Group of 77 last year. The Summit followed weeks after the adoption of the 2030 Agenda for Sustainable Development by the United Nations General Assembly (UNGA) and the deliberations held at the Third International Conference for Financing for Development in addis ababa some time ago.

2015 is also the year when the 21st meeting of the Conference of Parties (COP 21) of the United Nations Framework Convention on Climate Change (UNFCCC) in Paris will finalise a post 2020 Agreement on Climate Change and a World Trade Organisation (WTO) Ministerial in Nairobi.

India and Africa have worked together to develop a common understanding of the core priorities for an inclusive economic growth to eradicate poverty and allocate adequate resources for sustainable development.

The Third India-Africa Forum Summit provided a unique opportunity to forge the long-standing bong between India and Africa for charting the way forward and strengthening this bond.

Expectations of African nations:

Several of the 54 African leaders who came to the Summit had several expectations from the Summit. For example, Cameroon sought India’s help in fighting the Boko Haram terror group which has now spread from Nigeria to other African countries, while South Sudan asked for India’s assistance in managing livestock. Cape Verde asked for Indian help with reconstruction on one of its Islands destroyed during a volcanic eruption, while South Africa pushed for defence technology development. Some African Nations wanted India to assist with security training, agriculture, human resources, energy and transnational crimes.

The ground reality:

India has not been able to deliver on Africa’s expectations, at times. Nevertheless, the Summit reached a general consensus that the future is India’s and Africa’s to shape as a common destiny, which was the highlight of the Summit.

Commitments/Proposals made by India during the Summit:

Financial Commitments:

India’s commitment of 10 billion US dollars in concessional credit to Africa over the next five years, in addition to India’s 7.4 billion US dollars credit already extended to African Nations and assistance of 600 million US dollars over and above the 1.2 billion committed earlier, would go a long way in meeting Africa’s expectations from India.

UN Reforms, Cooperation on International terrorism, Climate Change mitigation etc.:

India pushed strongly for UN Reforms while seeking to build bridges on International terrorism, climate change and WTO related issues.

 On UN reforms, there is scope for India and Africa to speak in one voice, which has been found wanting in the past. As proposed by Morocco, this can be rectified through a new model of South-South co-operation whereby India and Africa can further build up trust by remaining invested in an equitable partnership.

In a slew of bilateral meetings with 19 Heads of State, among several engagements with the Heads of the 54 African Nations invited to the Summit, the Indian Prime Minister Narendra Modi sought focus on the need for UNSC reforms and support for early adoption of Comprehensive Convention on International Terrorism. Some delegates felt that the UN had become ineffective because of differences among veto wielding powers.

India has also pushed for collaboration on climate change mitigation ahead of the Paris Climate Conference. Both India and Africa have huge potential in renewable energy resources like solar power where Indo-African co-operation can be substantially scaled up. For India, 175 Giga Watts of additional renewable energy capacity by 2022 and reduction in emission intensity by 30-35% by 2030 are being envisaged. India has also pledged to deepen Indo-African partnership on clean energy sustainable habitats, public transport and climate resilient agriculture.

India is proposing to launch an “Alliance of solar-rich countries” or the “Alliance of Sunshine Nations” in the Paris Climate Conference on 30.11.15. It is expected that as many as 107 sunshine countries from across the globe will join the Alliance – the concept of which has been conceived by India. Most of the countries that are expected to join the Alliance get nearly 300 days of sunshine in a year and therefore are the most suitable to move on the solar energy path if they get cutting edge technology and adequate finance. For India, enormous efforts are in place within its modest resources to combat climate change.

i) Commemorative stamps issued on the occasion of the 3rd India-Africa Forum Summit by the Department of Posts, India:

The Department of Posts has brought out four Commemorative stamps in the denomination of Rs.5/- (Rupees Five) depicting the popular Wildlife both in India and Africa – the stamps depicting the Indian Wildlife are the Indian Lion (Rs25/-),  the Black Buck (Rs.5/-) and the Indian Rhinoceros (Rs.5/-), while the stamps on the African Wildlife depict the African Lion (Rs.25/-) Thomson’s Gazelle (Rs.5/-) and the African Rhino (Rs.5/-).
 The First Day Cover (FDC) depicting the six stamps described above The Cancellation Stamp of Pune GPO depict the Indian Elephant and the African Forest Elephant.

Miniature Sheet with Hot Foil Stamping and Embossing:

Also, for the first time, India Post has brought out innovative Miniature Sheet with Hot Foil stamping and embossing. The Indian Rhino, African Rhino and Black Buck are Hot Foil stamped with Gun Metal Foil, the two Lions with Gold foil and the Thomson Gazelle with Copper Foil. All these stamps are embossed. This sheet is priced at Rs.300/- per Miniature sheet. I have today (02.12.2015) received the miniature sheets from an authorised vendor of Indiapost:

 ii) Commemorative Coins issued by the India Government Mint, Kolkata:
I have yesterday received India’s first Rs.500/- Coin (along with a Rs.10/-coin) minted by the Kolkata Mint to commemorate the 3rd INDIA-AFRICA FORUM SUMMIT held in 2015.



The Cover of the Coin Album containing the two commemorative coins.

In the centre is the logo/emblem of the Summit which shows a lion with its full grown mane representing features of both the African and Indian Lions. Part of the mane is argent (silver coloured) while part of the mane shows the continent of Africa and India coming together symbolising the close cooperation between African nations and India in every sphere of growth and development. The album is titled “Teesra Bharat-Africa Manch Shikhar Sammelan” (in Hindi) and “3RD INDIA-AFRICA FORUM SUMMIT” (in English). On the lower periphery is mentioned “Smarak Sikke” (in Hindi) and “Commemorative Coins” (in English). On the extreme right bottom is mentioned “Proof Set” (indicating that this is the highest quality of coins minted under this coin programme).

On the left periphery is the name of the issuing country “Bharat” (in Hindi) and on the right periphery is mentioned “India” in English. In the centre is the Lion Capitol of Emperor Ashok, the legendary Emperor of Ancient India, which is the emblem of the Government of India, below which is the slogan “Satyamev Jayate” (in Hindi – meaning “Truth will always prevail”) – coined by Mahamana Madan Mohan Malaviya, the founder of the Banaras Hindu University, which has been taken on the emblem since the early 1980s.

Below the emblem are the denominations of the two coins: Rs. 500/- and Rs.10/-.

"The India-Africa Forum (IAFS) is the official platform for the African-Indian relations. IAFS is held once in every three years. It was first held from April 4 to April 8, 2008 in New Delhi, India. It was the first such meeting between the Government of India and heads of state of 14 countries of Africa chosen by the African Union.

The second summit was held at the Ethiopian capital Addis Ababa, wherein 15 African countries along with India participated.

The third India-Africa Forum Summit (IAFS III) was held at New Delhi between 26th to 30th October 2015. This is the biggest African summit in terms of attendance ever hosted by any country. Of (the) 54 countries invited, 41 heads of state attended. Trade, poverty alleviation and security cooperation are the major focuses for the summit.

This circulation bimetallic Rs.10/- coin was given to me by the proprietress of Shakti Chiki Shop at Lonavla. It is one of the few shops in Lonavla which is independent of Maganlal Chiki group, which has taken over almost all the Chiki business in Lonavla.

We have been visiting this outlet ever since our Mumbai posting days. Every time I visit this shop, I ask her whether she has any new coins or Banknotes to give me. Whenever she has new Banknote issues or coins, she always lets me check out these and I exchange them for equivalent value, even when I was not a numismatist.

This coin has been acquired in this manner and completes my collection of every coin & stamp issue on this theme:

On the upper periphery of this bimetallic Rs 10/- circulation coin is mentioned "Teesra Bharat-AfrikaManch Shikhar Sammelan" (in Hindi) and on the lower periphery is mentioned "3rd INDIA-AFRICA FORUM SUMMIT".

In the centre of the coin is a stylised image of India and Africa coming together depicted by an imagery of features of an  Indian and African Lion. The year of issue is "2015".

    3. Rajivji, Hot Foil stamping, (also known as foil application) is a printing process, in which metallic or pigmented foil is used on the stamp paper's surface. A heated die is applied onto the foil, making it permanently stick to the stamp surface below. This process leaves a permanent impression on the stamp. I have two sets of the Indo-Africa Hot foil stamps in my collection.
