Regular Fire Services in India first came up in Bombay (present day Mumbai) and Calcutta (present day Kolkata) during the British period.

In 1777, Fire Protection started in Bombay (present day Mumbai) when local people were allotted Rupees four per day for handling carts and horse driven carriages, which were used for extinguishing fires.

The Great Fire of Bombay occurred in 1803 and the first nucleus of Fire Service in India took shape around that time. Prior to this, the Police Force was entrusted with fire-fighting responsibilities.

In 1822, the Fire Service in Calcutta was organised under the Calcutta Police.

In 1855, the Bombay Fire Brigade was officially formed and formally placed under the police as a part-time function of the Police and a regular Fire Service with horse-drawn fire engines was employed by the Bombay Fire Brigade, under the control of the Bombay Police.

In 1865, the Bombay Fire Brigade was placed jointly under the Government and Municipal Corporation.

In 1867, Delhi got a Fire Brigade which functioned under rudimentary conditions.

Five fire engines, three horse-drawn and two manually operated were included in the Calcutta Fire Brigade.

In 1872, the Calcutta Fire Brigade came to be financed by the Calcutta Corporation and the Suburban Municipalities.

By the Municipal Act 1872 and 1878, insurance companies were required to contribute towards the maintenance of the Fire Brigades.

In 1888, through an Enactment in the Bombay Municipal Corporation Act, protection of life and properties against fire became the obligatory duty of the Bombay Municipal Corporation.

By 1896, organised form of Fire Stations commenced functioning under the Delhi Municipal Corporation.

In 1907, the first petrol driven motor fire engine was imported and commissioned in Bombay Fire Brigade.

On 01.05.1907, the Bombay Salvage Corps was formed by 37 Insurance Companies. One of the main objectives of the Corps apart from salvage operations was to minimise the chances/risk of fire.

In 1908, the Madras (present day Chennai) City Fire Brigade was established after a devastating fire in the city.

In 1910, the Provincial Government of Bengal appointed a committee to recognise the Fire Brigade. The Calcutta Fire Brigade laid the foundation of modern and well equipped services in the East.

In 1913, the Street Fire Alarm System was first introduced in Calcutta.

In 1920, motorisation of the Fire Brigade was completed by replacing the horse drawn steam engines.

After India gained Independence in 1947, the Fire Services in India were incorporated under the 12th Schedule of the Constitution, provisions of Article of Article 243, within the domain of municipalities.

Presently, the Fire Services are organised by the concerned States and Union Territories.   

Expanding Role of the Fire Services of India:

Over the decades, the role of the Fire Services of India has undergone a considerable change and presently includes attending to fire incidents and emergency situations like building collapse, drowning and road accidents, carrying out search and rescue operations, providing first aid on-site and implementing fire safety codes and auditing and preventing arson-related fires.

The National Disaster Response Force has been set up in 2006, primarily for the purpose of specialised response to natural and man-made disasters.

Under its aegis, the Fire Prevention and Fire Fighting Services are organised by the States/Union Territories. The Ministry of Home Affairs renders technical advice to States/Union Territories and Central Ministries on Fire Protection, Fire Prevention and Fire Legislation.

Soft Insurance Loans:

For up-gradation of Fire Services in the States, the Ministry of Home affairs arranges for soft GIC loans through the Ministry of Finance (Insurance Division) for purchase of capital Fire fighting equipment,( in keeping with a tradition established for the first time by the 37 Insurance Companies in 1907).

Other Financial Support:

From 1980-81 to present day over Rs.425.00 crores has been arranged for by the Ministry for development of State Fire Services and Fire Houses.

In addition, the Finance Commission has been constantly allocating substantial financial resources as grant-in-aid for modernisation of Fire Services in the States /Union Territories.

The stress is on proper development of Fire Services in all District Headquarters and towns having a population of over 50,000 residents.

Modern Fire Fighting Equipment:

The emphasis is on equipping all Fire-Houses/Stations with Turn-table ladders/Hydraulic platforms, Crash Tenders/Foam Tenders and Rescue Vehicles, High Pressure Pumps, Communication facilities and other Specialist types of Fire Fighting appliances/equipment.

In addition, Fire Stations/Houses are equipped with specialised equipment such as hydraulic rescue tools, electric chain saws, concrete or steel cutters, chemical protective suits, fire proximity suits, rescue rocket devices, self/rope rescue devices and search cameras.

Training the Fire Fighting personnel:

There are 14 State Fire Training Schools spread out over the entire country training Junior Level Fire Personnel. Training of officers is conducted in the National Fire Service College at Nagpur (Maharashtra) which has been training Fire Officers since its establishment in 1956. The College has trained around 25,000 fire officers, including foreign trainees from several countries.

The State Fire Advisory Council (SFAC):

The State Fire Advisory Council (SFAC) is the Apex Level Body of Fire & Safety experts comprised of Heads of Fire Services of all States/Union Territories. The Council advises the Government of India on various aspects on fire and safety. Approved recommendations are circulated to all fire protection bodies for information and implementation.

Fire Safety Mass Awareness Programmes:

The Fire Departments embark upon several Fire Safety Mass Awareness Programmes. Mass Awareness campaigns are carried out by the Fire Houses like familiarising personnel with the knowledge and use of various types of Fire Extinguishers, Electric Fire Precautions, Fire and Evacuation Drill procedures, Fire Safety for Physically Challenged people, Fire Safety in High Rise Buildings, interacting with high-rise buildings personnel and maintaining a constant liaison, survival procedures in case one is caught in a fire and escape routes are blocked etc.

A personal experience as a Floor Marshal:

 In Metropolitan cities, high-rise buildings constitute major fire hazards. I remember that when I was working in the State Bank of India, both at Lucknow Local Head Office (Sixth Floor) and at the Corporate Centre (19th Floor), I was appointed the Floor Marshal in charge of floor evacuation in case of a fire, within the earliest possible time. Mock Fire Drills and Readiness Exercises were conducted several times in coordination with the local Fire Houses, familiarising us with the local Fire Officers and having their emergency contact numbers.

National Fire Emblem:

In 1968, a National Fire Emblem was conceived by the Standing Fire Advisory Council (SFAC) an apex level body and the Emblem was adopted at the National level.
                        The National Fire Emblem

The Emblem indicates a hand of the fire-fighter holding the flame at the centre surrounded by blue circles symbolising water controlling the fire. At the outer periphery, the silver grey fumes of smoke are visible. The motto of the Fire services “Tranaysevamahe” (in Hindi) and “We Serve to Save” (in English) has also been taken in the Emblem.

Fire Services Day and Fire Services Week:

14th April is observed throughout India as the Fire Services Day to honour the gallant firemen who have served the country through times of disaster.
 The above is an image of the Dennis Fire Engine which was inducted into the Pune Fire Brigade in 1956 taking part in the concluding ceremony of the Fire Service Week in Pune on 20.04.2016

Also, every year 14th to 20th April is observed as the “Fire Service Week” to remember and honour the 66 fire-fighters who lost their lives in the Bombay Explosion (This incident occurred on 14.04.1944 and involved a fire aboard the freighter “SS Fort Stikine” which was docked at Bombay port and had a cargo of cotton bales, gold and ammunition – including 1400 tons of explosives. The ship was destroyed in two giant blasts scattering debris, sinking the surrounding ships and setting fire to the neighbouring areas, killing around 800 people. The Bombay Fire Brigade tried to bring the fire under control and lost 66 of its personnel in the endeavour).

During this week, several activities highlighting fire safety and prevention through demonstrations, mock drills are held along with exhibitions and conferences.

Commemorative Stamp in the denomination of Rs.5/- issued by the Department of Posts on 14.04.2016 to honour the Fire Services of India”:

There is a picture of Fire Tenders and the National Fire Emblem with the inscription " Bhartiya Agnishaman Sewayein" (in Hindi) and "Fire Services of India" (in English). The Rs.5/- (Rupees Five) stamp shows the firefighters in the process of controlling a blazing fire with the resources at their disposal. The Cancellation Stamp is of New Delhi GPO and is inscribed "BHARTIYA AGNISHAMAN SEWAYEIN" (in Hindi) and "FIRE SERVICES OF INDIA" around the National Fire Emblem. The Cancellation is dated 14.04.2016.

      " Now I remember one incidence in connection with this 14-04-1944 'freighter blast'. I was then 6 year kid. One of our neighbours was a new recruit in Bombay Police force as 'Jawan' at that time and was on duty near Dock yard. When he heard the ear-shattering blast-noise of explosion, within seconds one of the splinters pierced his left arm injuring him seriously bleeding. He was one of the victims of this blast. He was hospitalised for a week and could recover in due course. When he came back to Pune, he narrated this horrible first-person incidence & we all were speechless. We were wondering how he escaped and was alive amongst us. Your this post reminded me of this incident."

    2. Thank you for sharing this first hand narrative of the Bombay Freighter explosion, Lalingkar sahab. It made me feel almost as if I was present at the scene of the blast and relive the horrors which the victims and the Fire Brigade went through.

    "Thank you , decades back, as a school boy I had the privilege to view a mock drill at the Fire Station HQ on Central Avenue, Calcutta. I still remember how thrilling it was. Firemen saving people by jumping on nets and powerful water hoses going up to 3/4 stories. I do not think that they had automatic ladders during that time. Unlike our policemen, I feel that the role and sacrifice of the firemen has been much under rated."

I had the privilege of interacting with Fire Officers/Fire Men, in my position as the "Floor Marshal" at both Lucknow LHO and Corporate Centre, Mumbai when I was working at SBI. Their enthusiasm and concern for citizen's safety is very commendable, despite being woefully short of modern equipment.
