The Beginning of the Indo-France Space Cooperation:

In 1947, India and France commenced a new era of bilateral co-operation by establishing formal diplomatic relations.

Since then, the extent and scope of interaction between the two countries has grown steadily and bilateral cooperation has extended in many other areas ranging from Trade and Investment, Culture, Science & Technology, Education and Space Co-operation.

Space Co-operation between India and France has now turned fifty, making it India’s oldest and most productive collaboration with any European Nation.

In the 1960s exchanges between the erstwhile Indian National Committee for Space Research (INCOSPAR) which was  later superseded by the Indian Space Research Organisation (ISRO) and the fledgling French National Space Agency – “Centre National d’Etudes Spatiales” (CNES) laid the foundation of a low-key but sustained relationship between the two Space Agencies.

This partnership for and through Space has often served as a bridge-head of the Indo-French strategic partnership.

In 1964, the first Indo-French Space Cooperation Agreement was signed which covered licenses to build Belier and Centaure sounding rockets in India, with the accompanying transfer of solid-propulsion technologies.

Under the patronage of the United Nations and overseen by a team of CNES personnel, 50 French rockets were built locally and launched from 1965 onwards at the Thumba Equatorial Launch site in the State of Kerala.

ISRO is now CNES’s number two partner after NASA in terms of volume of activity.

Indian Space Research Organisation (ISRO):

The Indian Space Research Organisation (ISRO) is the Space Agency of the Indian Government.

Its primary objective is to advance Space Technology and use its applications for national benefit.

ISRO was established in 1969, when it superseded the erstwhile Indian National Committee for Space Research (INCOSPAR) which was earlier set up in 1962.

ISRO built India’s first Satellite, “Aryabhatta”, which was launched by the Soviet Union on 19.04.1975.

This achievement of ISRO was showcased on the back of the two rupee Banknotes from 1976 onwards.

In 1980, Rohini became the first Indian satellite to be placed in orbit by an Indian-made Launch Vehicle – SLV-3.

Later ISRO developed two other rockets: the Polar Satellite Launch Vehicle (PSLV) for launching satellites into Polar Orbits and the Geosynchronous Satellite Launch Vehicle (GSLV) for placing satellites into Geostationary Orbits.

These Rockets have been instrumental in launching numerous Communications Satellites and earth Observation satellites.

ISRO conducts a plethora of operations for both Indian and Foreign clients and co-operates with the International Community as a part of several bilateral and multilateral agreements.

Among ISRO’s recent memorable achievements are ISRO’s first mission to the moon – Chandrayaan – 1” (launched on 22.10.2008) and the Mars Orbiter Mission (MOM – launched on 24.09.2014, which made India the first Nation to succeed on its first attempt and ISRO the first Asian Space agency to reach Mars orbit).

41 Foreign Satellites have been launched by ISRO’s launch vehicles, while 28 ISRO Satellites have been launched by Foreign Launch Vehicles.

“Centre National d’Etudes Spatiales” (CNES):

The “Centre National d’Etudes Spatiales” (CNES) was set up in 1961 and is the Government Agency responsible for shaping and implementing France’s Space policy in Europe.

Since 1993, the CNES has been placed under the joint supervision of the Ministry of Higher Education and Research, the Ministry of Defence, and the Ministry of Industry, Posts, Telecommunications and Foreign Trade.

Its role is to invent Space systems for the future, bring Space Technologies to maturity and guarantee France’s independent access to Space.

CNES’s principal objectives are:

-      Orienting the French Space Programme by preparing Government decisions,

-      Designing, managing and conducting actual Pprogrammes in an industrial context,

-      Furthering the know-how of France’s Space Industry,

-      Consolidating Research Programmes with the Scientific Community.

CNES plays a vital role in Europe’s Space Programme, and sources several initiatives and programmes which aim at maintaining France and Europe’s competitive edge. CNES fosters new technologies which will benefit society as a whole.

It conceives and executes Space programmes with its partners in the scientific community and industry and is closely involved in many International Cooperation Programmes.

Present Day:

Since the 1990s, CNES and ISRO have been collaborating together and the collective efforts have resulted in the launch of Space MissionsMegha-Tropiques in 2011 and SARAL in 2013.

"Megha Tropiques" Satellite:

This is an Indo-French Joint Satellite Mission launched on 12.10.2011 for studying the water cycle and energy exchanges in the Tropics. “Megha” means “cloud” in Sanskrit while “Tropiques” is the French word for “Tropics”.

The Megha – Tropiques Satellite was launched on 12.10.2011 from the first launch pad of the Satish Dhawan Space Centre (SHAR) located in Sriharikota, Andhra Pradesh.
 We have visited the Satish Dhawan Space Centre (SHAR) in Sriharikota, A.P. during one of our trips to Chennai. This image is of the roundabout just outside the Centre.

The Satellite was placed in orbit along with three micro-satellites: the 10.9 Kg. SRMSAT built by SRM University, Chennai, the 3 KG Remote Sensing Satellite, Jugnu from Indian Institute of Technology, Kanpur (IIT,K) and the 28.7 kg. VesselSat – 1 of Luxembourg to locate ships on the High Seas.

The Satellite’s Lift-off Mass was 1000 Kgs.

With its circular orbit at 867 km. with an inclination of 20 degrees to the Equator, the Megha-Tropiques is a unique satellite for climate research that aids the scientists in refining their prediction models. The Satellite and the Launch Vehicle (PSLV-C18) has been manufactured and is owned by ISRO.

The Satellite carries four pay-loads out of which one is jointly developed by ISRO and CNES, two by ISRO and one procured from Italy:

-      Microwave Analysis and Detection of Rain and Atmospheric Structures (MADRAS), an Imaging Radiometer developed jointly by CNES and ISRO,

-      Sounder for Probing Vertical Profiles of humidity (SAPHIR) from CNES,

-      Scanner for Radiation Budget (ScaRaB) from CNES,

-      Radio Occultation Sensor for Vertical Profiling of Temperature and Humidity (ROSA), procured from Italy.

The Goals of the Mission in brief are to:

-      Study the life-cycle of the convective systems and their interactions with the environment,

-      Study Scale interactions: convective systems – regional scale weather regimes – links with the global tropical system and climate.

In other words, the main objective of this mission is to understand the life cycle of convective systems (water cycle and energetic exchanges) that affect the ITCZ (Intertropical Convergence Zone). These convective systems influence the tropical weather and climate and their role in associated energy and moisture budget of the atmosphere in Tropical Regions.

Megha–Tropiques provides scientific data on the contribution of the water cycle to the tropical atmosphere, with information on condensed water in clouds, water vapour in the atmosphere, precipitation and evaporation and the Energy budget of the tropical atmosphere. The Satellite also seeks to describe the evolution of major tropical weather systems.

The Principles of the Mission are to provide frequent sampling of the intertropical convergence zone measuring:

-      Cloud properties and precipitation (MADRAS instrument)

-      Water vapour horizontal and vertical distribution (SAPHIR instrument)

-      Radiative fluxes (ScaRaB) instrument)

Satellite with ARGOS and ALTIKA (SARAL):

This is a joint Indo-French Satellite mission launched on 25.02.2013 for Oceanographic Studies. SARAL is designed to perform altimetric measurements designed to study Ocean circulation and Sea-surface elevation and has three payloads – two developed by CNES and one by ISRO:

-      Ka band Altimeter, ALTIKA – built by CNES. The payload is intended for oceanographic applications.

-      ARGOS Data Collection System – built by CNES. ARGOS contributes to the development and operational implementation of the global ARGOS Data Collection System. It collects a variety of data from Ocean buoys to transmit the same to the ARGOS Ground Segment for subsequent processing and distribution.

-      Solid State C-band Transponder (SCBT): - built by ISRO and is intended for ground RADAR calibration. It is a continuation of such support provided in earlier missions.

The SARAL Satellite was launched on 25.02.2013 from the launch pad of the Satish Dhawan Space Centre (SHAR) located in Sriharikota, Andhra Pradesh. The Launch vehicle was PSLV-C20.

The lift-off Mass of SARAL was 407 Kg.

It was placed in a 781 km Polar, Sun Synchronous Orbit with an Orbit inclination of 98.538 degrees. This Satellite has a mission life of 5 years. The Satellite and the Launch Vehicle (PSLV) has been manufactured and is owned by ISRO.

SARAL data products will be useful for operational and research user communities in many fields like marine meteorology and Sea State Forecasting, Operational Oceanography, Seasonal Forecasting, Climate Monitoring, Ocean, Earth System and Climate Research, Continental Ice Studies, Protection of Biodiversity, Management and Protection of Marine Ecosystem, Environmental Monitoring and Improvement of Maritime Security.

The Mutual Benefits:

The two Space Missions of Megha – Tropiques and SARAL are outstanding examples of the joint endeavour of the two countries for studying and intensively observing Ocean systems and climate systems and to use the available data for framing policies and programmes aimed at mitigating the vagaries of nature and to harness its positive energy towards enhancing agricultural and industrial output and to secure the livelihood of millions of people dependant on surrounding ecosystems for their living.

INCOIS- A personal experience:

I had an opportunity to visit INCOIS (Indian National Centre for Ocean Information Services) at Hyderabad at a time when it had recently been set up in 1999, when I was heading one of SBI’s branches as an Asstt. General Manager in 2006.

During my extensive educative tour of the fledgling facility, I interacted with various scientists and found that they were all engaged in the above-mentioned areas of work, including in locating potential fishing zones, storm surge warnings, developing Integrated Indian Ocean State Forecasting Systems, Coral Bleaching alerts, Tsunami Early Warning systems etc.

 I remember that one group had found a huge shoal of fish and were engaged in passing on the information to nearby fishing communities, while another was busy studying the Ocean ecosystems.

INCOIS’s mission is primarily to provide Ocean information and advisory services to Society, industry, Government and the Scientific Community through sustained ocean observations and constant improvements through systematic and focussed research.

These Satellites will aid them immensely in their vital researches.

The above is the First Day Cover (FDC) issued to commemorate the “India-France 50 Years of Space Co-operation”.

On the lower left hand bottom of the FDC is seen the planet Earth above which the SARAL Satellite is shown as orbiting. Also, on the Cancellation Stamp dated 10.04.2015 of Pune GPO (on the Rupees Five stamp) and the stamp itself, can be seen an image of the Megha Tropiques Satellite. Also mentioned on the FDC is the legend “INDIA-FRANCE 50 YEARS OF SPACE CO-OPERATION”.

    1. That's true Anand. This Banknote depicts India's first ever Satellite mission "Aryabhatta" in 1975. While Commemorative Banknotes are not being issued by the SPMCIL any more, coins & postage stamps continue to showcase India's achievements in various fields/Contributors to Indian Society.
