What is the European Capitals of Culture initiative?:
- It is an initiative putting culture at the heart of European cities with EU support for a yearlong celebration of art and culture.
The European Capitals of Culture (ECOC) initiative is designed to:
- Highlight the richness and diversity of cultures in Europe.
- Celebrate the cultural features Europeans share.
- Increase European citizens' sense of belonging to a common cultural area.
- Foster the contribution of culture to the development of cities.
In addition to this, experience has shown that the event is an excellent opportunity for:
- Regenerating cities
- Raising the international profile of cities
- Enhancing the image of cities in the eyes of their own inhabitants
- Breathing new life into a city's culture
- Boosting tourism
The initiative was developed in 1985 and has, to date, been awarded to more than 60 cities across the European Union (EU) and beyond.
Designation of European Capitals of Culture:
- Six years before the title year the selected host Member States publish a call for applications, usually through their Ministry for Culture. Cities interested in participating in the competition must submit a proposal for consideration.
- The submitted applications are reviewed against a set of established criteria at the end of a pre-selection phase by a panel of independent experts in the field of culture or culture-based city development. The panel agrees on a short-list of cities, which are then asked to submit more detailed applications.
- The panel then reconvenes to assess the final applications and recommends one city per host country for the title. The relevant authority in the Member State concerned then formally designates the recommended city as European Capital of Culture.
- The role of the European Commission is to ensure that the rules established at EU level are respected all along the way.
- Moreover, cities in EU candidate countries, potential candidates or members of the European Free Trade Association party to the Agreement on the European Economic Area (so-called EFTA/EEA countries) can also hold the title in 2022, 2024, 2028, 2030 and 2033. These cities are selected through an "open competition", meaning that cities from various countries may compete with each other.
Designated European Capitals of Culture:
European Capitals of Culture have already been designated until the year 2028.
They are as follows:
2024: Bad Ischl (Austria), Tartu (Estonia) and Bodø (Norway)
2025: Chemnitz (Germany) and Nova Gorica (Slovenia)
2026: Oulu (Finland) and Trenčín (Slovakia)
2027: Liepāja (Latvia) and Évora (Portugal)
2028: České Budějovice (Czech Republic), Skopje (North Macedonia, pending formal endorsement) and a city in France.
Competitions are running for title-years 2028, 2029 and 2030.

European Capital of Culture Tartu 2024 is Estonia’s main event and the largest joint venture between Tartu and Southern Estonia.
Throughout the year, a programme of over 1,000 different events will tell the story of the Arts of Survival, reaching people of all ages.
"Arts of Survival" is meant to express the power of the arts in affecting Europe’s future in three larger areas of life: environmentally friendly culture with a focus on real human communication, strong communities and essential skills for living and, indeed, survival in the coming years.
The Arts of Survival are the knowledge, skills, and values that will help Estonian citizens lead a better life in the future.
With messages and actions that value the individual and with the help of our Southern Estonian partners, even a city the size of Tartu can stand out in 21st Century Europe.
The three main themes where the Arts of Survival come to life are as follows:
- "Tartu with Earth: Ecology Before Economy",
- "Tartu with Humanity; Forward to the Roots",
- "Tartu with Europe: Greater Smaller Cities".
Each of these programme lines consists of a number of transversal, transnational and transgenerational projects which open up the "Arts of Survival" values.
It brings together all ideas, people and stakeholders in the city or region. Through culture and art, Tartu as a European Capital of Culture improves the quality of life and strengthens its sense of community.
Tartu and the local governments of Southern Estonia worked closely together to ensure that Tartu became the European Capital of Culture in 2024.
In 2024 Tartu and the Southern Estonian region is the centre of the whole Europe.
Tartu is headed for a Record-Breaking Year as European Capital of Culture 2024:
Tartu's jam-packed European Capital of Culture programme, 'Tartu2024', includes over 300 events and activities throughout the year.
Estonia's second-largest city Tartu will be marking a double celebration in January as it both takes on its title of European Capital of Culture 2024 and, uncoincidentally, kicks off what will be its most successful year ever for international conferences.
Tartu's jam-packed European Capital of Culture programme, 'Tartu2024' for short, includes over 300 events and activities throughout the year.
This fact has attracted a record-breaking number international gatherings to the university city of 100,000 as attendees will have the chance to enjoy everything from folk music concerts to Japanese forest bathing.
The conference year begins in January with sTARTUpday, (the largest business festival in the Baltics).
Over 4,400 startup-minded people are expected to come together for the three-day event, which offers an impressive stage programme, hands-on seminars, an exhibition area showcasing innovation, and lively side events.
Other notable conferences in Tartu next year will be held by the Science Fiction Research Association, the European Society for Intercultural Theology and Interreligious Studies, the Association of European Printing Museums, the Trans Europe Halles network, Learner Corpus Research, and the International Committee for Exhibitions and Exchange.
Academic events will include the FOSS4G Europe Conference, the European Conference on Ecological Restoration, the BBBB conference on Pharmaceutical Sciences, and the International Symposium on Applied Phonetics.
The 'City of Good Thoughts', (as Tartu is called), has long been a magnet for international conferences, particularly those related to scientific and medical fields.
