218) Women Empowerment: Commemorative Stamps issued by the Department of Posts, India: Four Rs.5/- stamps issued

The Legal Rights to Equality:

The Principle of Gender Equality is embodied in the Indian constitution in its Preamble, Fundamental rights, Fundamental duties and directive Principles. The Constitution not only grants equality to women, but also empowers the Indian State to adopt measures of positive discrimination in favour of women.

The United Nations Development Programme (UNDP) focuses on gender equality and women’s empowerment not only in terms of human rights, but also because they are a pathway to achieving the Millennium Development Goals (MDGs) and sustainable development.

There is a gap in achieving Gender Equality:

For empowering woman to participate fully across all sectors, it is essential to build stronger economies, achieve internationally agreed goals for development and sustainability and improve upon the quality of life for women, men, families and communities.

Within the framework of a democratic polity, Indian laws, development policies, Plans and Programmes are targeted at providing opportunities to women for their advancement in various spheres.

The National Commission of Women was set up by an Act of Parliament in 1990 to safeguard the rights and legal entitlements of women.

The 73rd and 74th Amendments (1993) to the Constitution of India are targeted at providing for reservation of seats in the local bodies of Panchayats and Municipalities for women, laying a strong foundation       for their participation in decision making at local levels.

Even though the women’s movement and a wide-spread network of non-Government Organisations, having strong grass-roots presence and deep insight into women’s concerns, have contributed towards inspiring initiatives for the empowerment of women, much remains to be done to bridge the gap between the goals outlined in the Constitution, legislation, policies, plans, programmes and related mechanisms and the ground reality.

Gender disparity manifests itself in various forms:

There is a declining female ratio in the population in the last few decades.

Social stereotyping and violence against women at the Domestic and Community level is still prevalent.

Discrimination against the Girl Child, adolescent girls and women still persists across the country and all religions.

The underlying causes of gender inequality are related to social and economic structure, which is based on informal and formal norms and practices. Even today, the majority of women especially belonging to the economically weaker sections in the rural and unorganised sectors are deprived of education, health and productive resources. The evolution of property rights in a predominantly patriarchal system of Society has also contributed to women not being given equal rights and opportunity.

The Remedies to the discrimination against women and consequently their Empowerment:

Women’s equality in power sharing and active participation in decision making, including decision making in the political process at all levels is required to be fully put in place.

Measures need to be taken to guarantee women equal access to and full participation in decision making bodies at every level, including legislative, executive, judicial, corporate, statutory bodies, Advisory bodies, Committees, Boards, Trusts etc.

Women friendly personnel policies would go a long way in encouraging women to participate meaningfully and effectively in the developmental processes.

Women comprise the majority of the population below the poverty line and often in situations of extreme poverty and social discrimination, as such macro level economic policies and poverty eradication programmes are required to be set in place and pursued vigorously, so as to address the needs and problems of such women.

Equal access to education for women and girls is an area where special measures to eliminate discrimination, universalise education, eradicate illiteracy, create a gender-sensitive educational system, increase enrolment and retention rates of girls. There is an imperative need to improve the quality of education so as to facilitate life-long learning as well as development of occupational/vocational/technical skills of women.

A holistic approach to women’s health needs to be pursued, which includes both nutrition and health services focussed on the needs of women and the girl child at all stages.

Reduction in infant mortality and maternal mortality still isan area of concern. (For more on this aspect, please refer to my post on a Five Rupee coin titled “Mother’s Health is Child’s Health”: to access the post please click :here).

All forms of violence against women, whether physical or mental, whether at domestic or societal levels, including those arising from customs, traditions or accepted practices should be suitably dealt with so as to eliminate their incidence. Mechanisms and mind-sets should be changed/implemented in such a way that such violence, including sexual harassment at work places and other discriminatory customs are eliminated altogether.

The mass-media also needs to be sensitised and to strengthen codes of conduct, professional guidelines and self-regulatory mechanisms so as to remove gender stereotypes and communicate social messages relating to women’s equality and empowerment.

Some measures taken:

Co-ordinated and convergent efforts are required to ensure survival, protection and empowerment of the Girl Child.
 A recently started Government of India initiative titled “BETI BACHAO BETI PADHAO” (meaning “Save your daughter, Educate your daughter”), in 2015, is a step in this direction is presently being implemented through a National Campaign and focussed multi-sectoral action in 100 selected districts low in CSR, covering all States and Union Territories. The objectives of this initiative are prevention of gender based sex selective elimination, ensuring survival and protection of the girl-child and ensuring education and participation of the girl child.
 A Rs.5/- stamp issued promoting the "BETI BACHAO BETI PADHAO" Programme issued in 2015. Depicted on the stamp is a Primary school class being held in open air in a village, a happy child with her books and a young girl as a career doctor.

The Protection of Women from Domestic Violence Act 2005 and the Compulsory Registration of Marriage Act 2006 have gone a long way in providing some relief to harassed women. These initiatives are aimed at checking child marriages, bigamy and polygamy and to help women seek maintenance and custody of their children and widows to claim inheritance rights. More importantly, these Acts will help all women irrespective of caste, creed or religion & empowers the Indian women to exercise their rights.

Seeking dowry is now a cognisable offence. In cases of sexual harassment, discrimination, the onus to prove that he is innocent has now shifted to the alleged perpetrator of the offence.

Women today:

Women today are playing crucial role in the armed forces, as career women, as Advocates, Police, Banking, Journalists, financial services, engineering, medical & Information technology, in eco-friendly initiatives, working on their own  farms and agriculture fields, employment in small and cottage industries – handicrafts, soaps, sauces, incense etc. to secure a livelihood for themselves and their families many times amidst harsh socio-economic discrimination/disparity. With increasing literacy among women, they are gradually marching into several fields which were hitherto considered as male preserves.

They are fighting for their and other women’s rights. There are instances of women standing up together and successfully raising their voices for banning of alcohol and drugs. They are finding practical solutions to several problems to which they did not have a voice hither-to-before.

Commemorative stamps issued on the subject of “Women’s Empowerment”:

The Department of Posts had organised a nation-wide competition inviting entries for the designs of Commemorative postage stamps on the theme of “Women Empowerment”. The stamps were selected after scrutinising the entries and four entries were selected.



The Miniature sheet of stamps containing the four selected stamps of Rs.5/- each. On each of the stamps and the miniature sheet is the legend “Naari Sashaktikaran” (in Hindi) and “Women Empowerment” (in English). The year of issue is marked as “2015” on all the stamps.

A set of five stamps each in my collection showing the four stamps titled “Women Empowerment”.



This stamp portrays a girl riding on a bicycle (non-polluting vehicle). She could be going to school or to her job or could be a social worker or just visiting et al. To the right are shown five girls in the colours of the Indian flag – Saffron, White and Green – flying paper aeroplanes and looking forward to a limitless future where women astronauts of Indian origin have travelled to outer space. A space shuttle is shown in the background. The limitless future is also represented by Snow clad mountain peaks which the girls could climb easily given the right breaks.



This stamp portrays two young girls acting as “mahouts” (elephant trainers) and participating equally in guiding the elephant to carry huge loads of firewood to their destination. One girl is shown as climbing a coconut tree, while another girl in the background is seen shooing away a murder of crows.



This stamp portrays an elderly woman sitting in her kitchen being given adult education by a young girl, by using a laptop and also learning how to use the laptop – this image seems top be a part of the “Digital India initiative” commenced by the present Government.



This stamp portrays women employed in different roles – as a police-woman, as a teacher/advocate/career woman and a mother of an infant in her arms.
