Even then, a start has been made & some benefits in terms of trade, exchange of innovations/ideas does take place at the Summit which in the long term prove to be rather beneficial. Also there is some concurrence on differences in opinion/views, like declaring one of our neighbours as a "terrorist haven" which was immediately agreed upon by a senion official from across the border who wanted to initiate measures for containing it. I would say "It is better to have met and exchanged/shared views than not have met at all".
