The European Capital of Culture is a city which is designated by the European Union (EU)for a period of one year during which it organises a series of cultural events with a strong pan-European dimension.
Preparing a European Capital of Culture is an opportunity for the city to generate considerable cultural, social and economic benefits and it can help foster urban regeneration, change the city's image and raise its visibility and profile on an international scale.
In 1985, Melina Mercouri, Greece's Minister of Cultural Affairs and her French counterpart Jack Lang mooted the idea of designating an annual "capital of Culture" to bring Europeans closer together by highlighting the richness and diversity of European cultures and raising awareness of their common history and values.
The Commission of the European Union manages the title and each year the Council of Ministers of the European Union formally designates European Capitals of Culture. So far, more than 44 cities have been designated as "Capitals of Culture".

On 23.01.2020, An Post (Republic of Ireland) and Croatian Post (Republic of Croatia) have jointly issued two commemorative stamps to celebrate the designation of Galway (Ireland) and Rijeka (Croatia) as "European Capitals of Culture - 2020."
Croatia is already presiding over the European Union in 2020, as such, with one of its cities being designated as the "European Capital of Culture", it makes it a double achievement for the country.
The First Day Cover (FDC) is titled "RIJEKA 2020 EUROPSKA PRIJESTOLNICA KULTURE".
The two stamps included in the set are affixed on top right. The Special Cancellation Handstamp is titled likewise on the outer periphery and in the centre are the names of "RIJEKA and GALWAY". The cancellation is of Zagreb Post Office and the Cancellation is dated - "23.01.2020".

The Stamp on Rijeka, shows the mascot wavingtwo flags titled "EOROPSKA PRIJESTOLNICA KULTURE 2020" (meaning "European Capital of Culture 2020").
In the background are historic/ancient sea-front buildings of Rijeka, and a ship/vessel anchored on the sea. A flock of sea-gulls are seen in flight. The emblem of Croatia is at the top left corner.

Illustrated and designed by Steve Simpson, the Galway stamp depicts famous landmarks including NUI Galway (National University of Ireland), Claddagh sea-front buildings and the Spanish arch. Also featured are symbols associated with Galway such as the Galway Hooker, the Claddagh Ring Emblem, the Galway City Coat of arms, a Macnas giant puppet representing theatre and a guitar to symbolise Galway buskers.
