About Sepac:
The Small European Postal Administration Cooperation (SEPAC) is an association of 13 European Postal Authorities:
- Åland,
- the Faroe Islands,
- Gibraltar,
- Greenland,
- Guernsey,
- Iceland,
- the Isle of Man,
- Jersey,
- Liechtenstein,
- Luxembourg,
- Malta,
- Monaco, and
- Vatican City.
Luxembourg was not originally a member of SEPAC but it joined at the end of 2006. San Marino decided to leave and is no longer a member, as of 03/2020. SEPAC is smaller than PostEurop.
Vatican City does not participate in these issues.
The following criteria are requisites for membership:
- The postal administration must be located in Europe.
- The postal administration must be independent.
- The postal administration must have a small market with more than 50% of its philatelic customers living outside the country.
The theme of the 2023 SEPAC Stamp Issue is "Traditional Markets”:
This year’s theme for the Sepac stamp series issued by the small European postal administrations is "Traditional Markets".
The Stamps:
Jersey’s traditional markets are the subject of a set of stamps and a miniature sheet issued by Jersey Post on 21.03.2023.
The stamps have brought to life representations of six of the traditional stalls found in Jersey’s Central and Beresford Street markets, perfectly capturing the lively atmosphere and range of colourful, local produce.
Jersey’s Central Market and Beresford Street Market are found just a short walk from each other in the town of St. Helier and have been home to Island vendors since the 1800s.
Jersey’s Central Market is an outstanding example of a Victorian open market and was built as part of the States of Jersey’s Battle of Jersey centenary celebration. Construction started in 1881 and took two years to complete.
The Beresford Street Market is located opposite Jersey’s Central Market and is better known as ‘The Fish Market’.
Covering around 10,000 square feet, the market was built in 1841 and restored in 1873, 1936 and again in 1972.
The six stamps have brought to life representations of six of the traditional stalls found in Jersey’s Central and Beresford Street markets, perfectly capturing the lively atmosphere and range of colourful, local produce.
Featured across the six stamps are a fishmonger, a florist, a fruit & veg stall, a bakery, a delicatessen and a butcher.
The Miniature Sheet (MS) features the iconic cherub-clad fountain which is the focal point of the Central Market.
The First Day Cover (FDC) is titled "TRADITIONAL MARKETS" at bottom left. The image shows traditional basket/items which can be purchased at the markets.
At top left is the name of the issuing country "JERSEY". At top right are affixed the six stamps issued in the set, cancelled by a special cancellation Postmark/Handstamp of Jersey Post Office. the cancellation is dated - "21.03.2023".
This First Day Cover (FDC) displays the cancelled Miniature Sheet (MS) from the 'Traditional Markets' SEPAC issue.
A Presentation Pack (PP) with the set of six stamps.
This Presentation Pack carries the Miniature Sheet (MS) from the 'Traditional Markets' issue.
The two Presentation Packs (Stamps + Miniature Sheet) are exclusively produced full colour folders with the stamps/MS carefully mounted within a custom board to ensure they stay in pristine mint condition.
Information and technical details of the issue is printed on the inside of the folder.
A set of six postcards featuring imagery from the 'Traditional Markets' issue have also been issued.
The Pocket Money Set/Pair Set includes just the Local Letter and UK Letter tariffs (where available) for each new issue, making it an affordable choice, particularly for Jersey's young collectors.
All the products are carefully prepared and supplied in glassine bags to ensure that the purchaser receives them in pristine condition.

What is a Pair Set?
A pair is two stamps taken from the same sheet of ten.
Selvedges are also retained and will include the traffic lights.
Traffic lights are a term used by collectors to denote the check dots (or colour dabs) printed in the sheet margins of stamps printed by modern offset litho or photogravure methods. They assist in checking that all the colours have printed correctly.
Blocks of stamps from the corner of the sheet, including the ‘traffic lights’, are collected as a matched pair with the block showing the cylinder numbers.
Most of the selvedge sheets contain a plate number - a numeral, occasionally with a letter suffix, usually inscribed on the sheet margins to denote the plate from which stamps were printed - for example "1A".
The Sheet Sets (SS) include sheets of ten for each stamp. The sheets retain their selvedges.
The stamp sheets give the discerning collector access to all the printer’s marks and any additional information on the selvedges.
